Once a student completes the ECCL Certificate or diploma he/she applies to the Ministry for a 1 year license.  This allows the graduate to work in the field to gain their 500 hours which is needed to then apply for his/her 5 year license.  With the 1 year license a graduate cannot be left alone with the children or run a business.
